In order to get legendary characters, you will need full squads of Rebels, Empire, Jedi, First Order, and Phoenix plus a guild capable of heroic raids. Phoenix also count as Rebels, which takes your required squads down to 4 and a couple of them are also Jedi. In order to get hero’s journey characters, you need certain specific characters in addition to the teams to unlock the legendary droids.
So there is no single team that will carry you through the game. The best starting option is Phoenix, but if you don’t like them the second best option is probably First Order or Empire.
