Bugged interaction with tie interceptor

Is vader's ability to reduce thrawn's cool downs if the reinforcement tie interceptor is dead on a cleanup situation? I'm not 100% positive it was happening but this made it impossible for me to clean up an empire fleet with 4 different fleet. Each time thrawn would use his ult on turn #3..anyone else had a similar experience with it
