C3PO chance to expose, is it due to his potency?
Han shoot 1st, Chewie assist. I think that's chamce to apply 3 exposes. Is it solely based off of C3PO's potency?

it's a set chance based on scavenger's unique, nothing to do with potency.
Actually, it has everything to do with potency. Those TDs aren't irresistible just because they're inflicted by a unique. But it does explicitly say that Scavenger is inflicting them, so it's his potency that's used.
Edit: Similarly, C-3PO's relevant unique says "Whenever a Rebel or Ewok ally uses their Basic ability, they inflict Expose on the target enemy...". Thus, it's not based on 3PO's potency, but the inflicting character's (e.g. Han, Chewie, CLS)
