Can’t gain turn meter under palp lead in Galactic Challenge?

Can someone help me figure out what I’m missing in this battle? None of my empire toons gain turn meter when inflicting debuffs.
In this screenshot, I just used Vader’s force crush and he didn’t gain any turn meter
