Honestly what I did after Thrawn was just keep on the train until Phoenix were all 7*. Their gear levels might need a level or two, but this is achievable within the time of the event itself (so even without notification, I should be fine.) Now I know I'll have a 7* Thrawn, which I can't wait to raid with, as soon as its available. I'd do the same with this event: just farm everyone you need until they're done, regardless of whether you finish in time for the event. This will afford you the advantage of being ready no matter when the event returns. I didn't do this for R2... I'm close, but a week or two of farming and I would've been ready-ouch! When you return to whatever you were farming beforehand, you can do it with the knowledge that you're prepared for the legendary event were it dropped tomorrow.
Once you've played the game for a decent amount of time you'll realize the 2 month farm for phoenix and probably 1-2 months of farming (depending on whether you already have R2) for this event are relatively little. Plus, unlike Phoenix, STHan and Leia are already raid viable and if Old Ben gets a taunt I'd imagine he might join the other old man int he game in phase 3...
