Can Razor Crests special #1 inflicting breach be resisted?

It seems since I unlocked Executor that the RC fails to inflict breach on targeted enemy much more often. A 5 star executor should not reach the ultimate faster than the 7 star, I am getting much less breaches now.

    Yes it can be resisted,

    I have a 6* Executor, and I'm in that sweet spot where 5* are slow enough to whoop me and the 7* is pretty much in the same boat as me except much faster so they get to ult first
