Can someone explain K-2SO's Zeta ?

(Just my opinin) I think zetas were added to improve underperforming existing characters to put them on par with new characters.
New characters have less dramatic zetas because they're balanced against one another from the start.
(Also, aren't most zetas leader abilities? This one is a Unique, I think, so it isn't mutually exclusive of other zetas.)
