Can someone explain Merciless Massacre and culling blade

When I use a Vader counter up against Rey teams, there is a lot of inconsistency with the amount of damage my culling blade does against Rey. Firstly, does the bonus damage from culling blade scale li...

It could also depend on the Rey line up your against. If they already have the inspired buff or if JTR is on the team it can make things more difficult. I’d say get at least 14-15 to be safe.
