Can Tenacity Down be Resisted?

There’s been an argument going around that Tenacity Down can be Resisted. I’ve seen myself that it cannot, yet others swear that Tenacity Down can be Resisted. Obviously, there are no screenshots of either of our experiences and I haven’t found any compelling data online, but I wanted to settle this once and for all. So:

Can Tenacity Down itself be Resisted?

Note: Yes, I know this question is stupid, but this needs to answered so that the incorrect party (myself or others) can stop spreading misinformation. Please, don’t mock. Just answer.
  • No it cannot be resisted. However what is probably causing confusion is that something can be immune to Tenacity Down like Treya in HSTR and it will say "resisted" when you try to apply it to them.

    If it could be resisted it would defeat the purpose of Tenacity Down since it exist so that you can land debuffs on things you normally couldn't but if it could be resisted then anyone you wanted to use it on would just resist it making it pointless.

    Indeed. They said that the Tank Resisted Tenacity Down, but we later found a page listing a ton of code and other stuff. On the page, it says definitively that Tenacity Down cannot be Resisted.
