It is a Phase based glitch.
Just replayed Bonus Tier (only 1 phase) and he only ever landed 1 dot per hit.

Replayed Tier I
Phase 1/1, only 1 dot per hit
Phase 2/3, up to 2 dots per hit
Phase 3/3, up to 3 dots per hit

21 dots in 9 hits.

Bug to be fixed next week.. hope no one went crazy with the shard packs!

Now it's official... they call it a bug fix, I call it a nerf, and it is disappointing to me. I don't complain often and never did on the forum, but what I mean is this: Canderous Ordo became Mand'alor the Preserver for a reason, he should be OP!
I was so happy in the event to see that they didn't make him as lame as they did with Cad Bane (who was the greater bounty hunter than Boba Fett at his time in canon) .

How come they are aware it is not properly working but still let people buy the packs without any (in-game) notice?
