If you are both capping your TM meter at the same time, it absolutely is RNG. Just bc you won the tied TM in the first three rounds doesn't mean you'll win the fourth.
Additionally if DV tie means DV and TIE, the tie itself could be responsible. Wasn't 100% clear from your message which is was.
