No, it’s not impossible. It’s how the game works. You have the same speed, so you hit 100% TM at the same time for the entirety of the match, unless something else manipulates that TM.
You win the coin toss, but the enemy ship was at 100% TM so he goes before you gain any TM. You are now both at exactly 0% TM. You and he will continually hit 100% TM together.
Edit: also, all combat is done locally, so if cheating is involved it would be by you, the attacker.
