I echo the comments, he needs more health as is rarely around long enough utilise his skills. His basic requires <50% turn meter for the bonus and if targeted he is not around. The damage the 212th does with the assists is very poor, a normal attack with a single assist from another would do more damage.
Great character and with a couple of tweaks would be usable.
