A lot of other zeta abilities are active every turn and grant benefits to the entire team.
Bariss - 20% HP recovery for any ally crit hit for the whole team.
5's - 5% protection recovery on a basic ability for the whole team.
To make chewie's zeta on par with others, it needs to extend heal to the whole party or also recover his protection.
That protection recover is part of Cody's Leader ability, not 5s. 5s Zeta is TM gain when allies are hit.
