RNG is a beast... I guess same reason why I've only seen 15 sabine shards in guild store since she came out.

I've been sitting on 75/85 for 3 weeks and hardly anything before that as well. Finally got one yesterday. I check faithfully at every refresh. This game is death by a thousand disappointments.

Chirrut is on the same node with 5 other characters, so you're likely to see him about once every two days, on average. Personally, I've seen him 33 times for 165 shards over the last 3 months.
