It's current state is OP, but interesting. Shock should remain a Sith debuff, and permanent Shock would be super OP. Only permanent debuff at the moment is DoT, and that's are more annoying than threatening.
3 Heal Over Time's is overdoing it a bit, especially for 3 whole turns. A medic's sacrifice is also really OP. Just pop it to restart the match for your side? Never going to be balanced, just drop that ability. Rush to aid would work if the Clone Medic had poor starting speed, something like 70 so it only reaches 170 without mods.
Other than that a neat kit design.
