They aren't nerfing CLS they knew he could solo the Rancor and P1 they did it on purpose to help speed the raids up so people didn't get burnt out with TB and the time commitment.
Part of the arena problem is the rework to the Rebels which made Han a beast and allow all rebel squads that counter attack. Idk it is what it is, they made CLS strong as the pinnacle of the Rebels. Now look at VSC and his 1 hit blasts. What's next? Who ever comes out for the Last Jedi is going to be beastly.
