Nope - Rex and Maul hit mid-40s in leader usage at their peaks. CLS going over 60% is a first that I've seen on GG for #1 squads and the gap to #2 is crazy. Take in to account the #2 lead, GK, is only there as a direct counter to CLS and that's the most arena dominating meta we've had since the early stages of the game.
To the OP though, there was no intent to balance CLS. He's the first hero with 6 abilities and 3 zetas. He was created to be a gamebreaker and face of the game. This is SWGoH, take it or leave it.
