Commander Luke - Best Mods / Stats?
What stats should I be looking for on mods for Commander Luke? He inflicts Speed Down and Defense Down with his basic, and Tenacity Down with his first special, so I've been trying to farm Potency Mod...

I'd say Critical Damage is probably the best you can get. With Call to Action, you gain 50% Crit Damage and Chance. That pretty much ensures every basic and the vast majority of special attacks are crits. If you can get a Crit Damage set and a Triangle on him, Luke is doing 266% damage on a critical hit with Call to Action. I have that and he easily does 16-17K on basic and 30K on special.
Of course, speed is always a good thing to have, too.
