Commander Luke - Best Mods / Stats?

What stats should I be looking for on mods for Commander Luke? He inflicts Speed Down and Defense Down with his basic, and Tenacity Down with his first special, so I've been trying to farm Potency Mods. His unique skills gives him a boost when he resists status effects, so I've also been farming Tenacity Mods. Is this a good choice, or should I be looking at different Mods?

And what stats should I be looking for? He appears to be pretty well-rounded, so there isn't one specific stat that seems to be any more important than any of the others.
