Commander Luke zeta question

It Binds All Things unique zeta, says that if Luke inflicts a debuff he gains 10% turn meter. His basic has chance of inflicting 2 debuffs (speed down & defense down). If Luke inflicts both debuffs during one turn with his basic, does he gain 20% turn meter?

    He rolls the potency-tenacity dice on both debuffs in addition to stun. If he lands all three, he gets 30% TM.
