I understand this means GMY could copy it and give it to an entire team of Jedi and of that doesn’t sound awesome to you check your pulse
"Frenzy" is a unique buff just like BB8's "Secret Intel" or C3PO's "Translation" and Fulcrum can only copy non-unique buffs:
Meditate 3 turn cooldown
Ahsoka gains Foresight, Retribution, and each non-unique buff (excluding Taunt) present on other allies for 2 turns, then gains 15% Turn Meter for each buff on her.
