How does retribution work? Is it 100% counter? Or less? Because it doesnt always fire (I see most against sion in P2) even when Z is not dazed.
OP is vague about the counter attack buff, because Bastila's Battle Meditation also grants counter attack to allies. However, Battle Meditation gives 70% counter attack chance to Jedi allies, and 35% to non-Jedi allies.
I haven't had mirror matches where toons wouldn't counter unless attacked by someone with S.A.
Toons with BM wouldn't counter always but more than half the time, which is in line with 70%
