Doubling ROLO's offense doesn't seem worth it.

Doesn’t work that way....
Vader takes a turn, 3 dots. First one of those 3, ROLO gains 35% offense.
Palp takes a turn, tries to stun. ROLO gains 35% offense (70%)
Tarkin does his debuff AOE, ROLO gains 35% offense
TFP does AOE, ROLO gains 35% offense.
Thrawn fractures old Ben. ROLO gets nothing.
Vader saber tosses R2, ROLO gets nothing
Vader basics ROLO for ability block, ROLO gets 35% offense

And so on.

She can only gain 35% per character turn (and only if the enemy does an ability that attempts -successfully or not - to apply a debuff to ROLO)

A Zader dot refresh would probably give her 35% offense on her own turn as well.

I don’t think it works like that. I think it’s based on her turns, not the enemy turns. So she can only get 35% once, then she has to have a turn to start stacking on that. If your case was in fact true, she would have an insane offensive increase in a very short time, too much. She would be insane at r7, but I’ve yet to see an r7 Rolo anywhere.

It does work like that, but you have to read the whole ability to realize why it's not that useful:

Leia has +10% Offense and +40% Tenacity. The first time each turn Leia Resists a detrimental effect or suffers a debuff she gains 15% Turn Meter and gains 35% Offense (stacking) until the end of her next turn.
