I just finished levling my 4* darth maul to level 70 max gear. Just to tell you he is a beast. With his basic attacks he does some crits to 5000 damage. And everytime he kills someone he can just continue and gets stronger. I think he is super slow yes. But when he gets a turn he can decimate the whole oppenent team within the same turn OMG
PS: and he is only 4* so I cant imagine how much damage he does when he is 7*
So many will try to say his slow speed and low HP make him useless, but we you have discovered what makes him so FUN! And he's much more resilient than he used to be, because his health steal is pretty significant. I had mine maxed our at 4 stars level 70 Gear 8, and I was loving it. Then I got some lucky Chromium pulls and now have him at 5 stars. Even more carnage! Sure, he can get knocked out early, but if he makes it to his turn, or gets called on an assist, it's about to get ugly. Especially against Jedi.
