Something like:
Each time an empire toon is attacked, gain 10% turnmeter, whenever a sith toon attacked gain 10% turnmeter. Then just to make it no go for long game, Vader stockpiles 20% offence every turn (max 5 stockpiles)
so he gets a maximum of 70% turnmeter with each attack (thats an AoE). This makes him an utter pain in a long game to fight, but early game not so broken, and allows squads to do what they really want to do.
Other ideas
Basic, add if the opponent is debuffed, they are stunned
Force crush, add a dispel and add +1 turns to opponents abilities
Culling blade: include buffs in dispelling and damage gain
I would add to Culling blade : on the finishing blow cooldown is refreshed. Could be for every ability.
