Putting DT and Shoretrooper as the 4th and 5th in that squad will be quite solid. Eventually you'll want to gear up Veers, Starck, and Snowtrooper / Range Trooper and run a full Imperial Trooper squad. At that point, I recommend Grand Moff Tarkin and Tie Fighter Pilot taking the last 2 spots on your Palpatine team.
