More than 60% voted in the poll that I made that they have no intention of farming the new or reworked toons. That means is a failes pass. A lot of time wasted by devs and resources wasted by people stupid enough to believe them, like me. Also I would buy that the devs didn't want to increase the power creep if they wouldn't have increased it by adding 2 OP rebels. So they obviously didn't have a problem releasing OP toons, just not empire ones.
