Please don't dodge this question. The dodge mechanic has changed. HAAT had about 7% more dodges. The run took 4 minutes longer than normal. Regular teams that hit 3.1m were 2.7m. Each team was down...

It's not a hidden variable. It's listed in the character stats. It is 2% for most (all?) characters. Some abilities modify it further once in battle (dooku's lead, foresight, etc).
The AI does not get bonus dodge. They do not change dodge values on characters to make them less valuable.
