Does anyone use Emperor Palpatine's 'Let the Hate Flow' in Arena?

Does anyone use Emperor Palpatine's 'Let the Hate Flow' in Arena? I know his 'Power of the Dark Side' is used first, because multiple Stuns. Just curious about this other Special he has. Also, do...

AI always uses stun first and only uses the second special if heal is needed.

As for personal use it can be nice for heal but also I run ST Han - and the 'Hate' is interpreted as damage to Han so it give TM to my whole team... side perk.
