Does Gar Saxon look any good?

Are people missing the obvious ISC synergy, where paired with Gar, the ISC has a 100% counter chance, can counter twice against targets below 50% TM and call Gar to assist on both hits - inflicting both offense down and speed down when operating together?

Gar isn't going to be a game defining leader - but I'm pretty confident someone is going to pin down a devastating Gar ISC team - possibly paired with TFP, EP, RG -- etc.
