Does Shaak Ti’s leadership kick-in before Rex’s unique?

The speed of the 501st clones is extremely high with Shaak Ti’s leadership and Rex’s unique. But which happens first? Say I’m running Shaak Ti, Clone Sgt, Rex, Echo and Fives. I.e. three 501st char...

The difference isn’t much (generally a difference of 1-4 speed) but I would still like to know.
