Does stagger count as TM removal for Death Star Galactic Challenge?

I just completed the top tier of the Galactic Challenge with my gear 10 palpatine and gear 11 Mara jade. I’m pretty sure with all the staggers from Mara jade that I removed more than 400% tm but I was...

It might not because the character isn’t removing the turn meter, the debuff is. It’s sort of like how DoT and thermal detonator damage isn’t assigned to a character.
