Only start over if you intend to take this game pretty seriously, as the majority of new accounts are created by existing players who know exactly what to do from the start. Ironically this means new servers are some of the most competitive and difficult to climb in.
Additionally, this game isn’t going to be around forever - probably not as long as it would take to max every character without spending. If you aren’t super competitive and just play for fun and to collect characters, I’d say save yourself the pain of the starting over. Early progression is seriously snail-paced and, well.. boring.
