If I rush to gear Dooku and get him useable in TB What’s needed to get him to 16500+? Which abilities need Omegas/Zeta etc thanks!

Depends. And depends on how hard you focus, and which resources you're willing to tap, plus certain chokepoint gear. For Dooku, that means a ton of syringes, if you're not at a point where those are abundant.
Getting a character to G12 every couple weeks is reasonably attainable F2P.
