Drain force cooldown increase glitch

I've noticed on a few occasions in arena where increasing cooldowns on Bindo doesn't affect his revive.

Scenario:
Arena
Using Traya squad (triumverate, thrawn, palp) vs JKR squad (JKR, GMY, Bindo, Bast, and either GK or Hoda)
Debuffs on all, no foresight. Use drain force, increasing cooldowns. Since Bindo has debuffs, and no foresight, the attack does not miss and cooldown increase is 100%. No chance to resist. Thus, it should be automatic cooldown incerase. However, at times, he uses his revive (looks pretty bad) on his very next turn.

It hasn't impacted the outcome beyond being annoying, however this should not be possible. Anyone else experiencing this, or any thoughts on why this happens other than it being a glitch? Doesn't happen every time.

Please skip the comments about killing Bindo first, or anything else strategy related.
  • Don't forget he reduces his cooldowns everytime he damages an enemy with his basic, including counters and assists.

    Super confusing since Drain Force is one of Malak's moves, not Jolee's.

  • I've noticed this on more than one occasion as well, but I don't recall the opponent(s). I'll be sure to pay closer attention next time and report back.
