Drain Force question

Am I correct that Drain Force is unresistable if it hits a debuffed hero?
I have seen this several times. DN uses this ability agaist a debuffed team, i.e every memeber of the opposing team has some kind of a debuff. Every member of the opposing team is clearly hit by this ability, no dodges, but it is possible to receive these two outcomes:
- "cooldown increase" floats above everyone, but one of the heroes uses an ability this turn;
- "cooldown increase" appear just for some heroes, not everyone, and the unaffected use abilities like normal.
So is there a way avoid the effects?

cooldowns can be lowered and reset too

This can be dodged.  It cannot be resisted.It has a 50% proc rate (100% if target is debuffed ), but still needs to hit.

All of the resistance cool downs would be lowered by 1.

I've noticed that against other DN it won't raise any cooldown. It seems a bug to me.

If you were doing it on like for example Kylo his unique has the chance to reset cool downs when damaged so if you were fighting him you could likely see him get the text cooldown increased and then use a special ability during his next turn.
