If the attack can’t be evaded, then it can’t be evaded. Foresight doesn’t evade it, and blind doesn’t stop it.
The toon will retain blind (until it expires) and any attack that doesn’t have “this attack can’t be evaded” in its description will miss.
The attack’s guarantee to hit supersedes any other buff/debuff or increased evasion that would otherwise cause them to miss.
