- This is not really the question you want to ask. An easy to gear toon that you will bench later is a waste.
The key to which toons to gear is how wide spread they are used throughout the game.
Phoenix is a good starting place and they hold usefulness in many areas of the game.
Dual tag rebels, STH, lando are good investments.

Dont gear useless characters just because they're easy to gear. Some decent characters however are easy to gear, like Lando who's necessary for credit heist.- Gear is stats. The harder it is to gear a toon the more their gear does for them.

True, however the magnitude of the stat increase is determined by the gear. You are correct though more appropriate stats would often be better.- Generally speaking, tanky characters are harder to gear, because they need more mk3. Carbantis.
GK needs 500
Thrawn needs 400
Shoretrooper needs 550
Scarif Rebel Pathfinder needs 550 too.
Tanks that are not really tanky need less Carbantis. Gar Saxon, Jedi Rey, Zombie (She doesn't have to be tanky since she revives)
Hard hitting attackers need less Carbantis but they require other gears. But generally easier than tanks.
CLS needs 250 Carbanti (could be wrong)
but needs 200 mk3 stuncuffs. but then again needs only 50 mk5 stunguns
So simply put, regardless of faction, if your characters are squishy, you can expect them to be rather easy to gear. i.e. Rex
However Han Solo is an extreme exception. He is insanely squishy yet at the same time has a mind blowing arrangement of gear requirements.
