Emperor palpatine insane damage

In cantina battle 7E i was fighting the final emperor palpatine.
He seems quite slow but when he did his lightning attack he one shooted my toon with 27.000 damage.

So this guy should be OP when they will release him as a farmable toon

    Pve toons aren't the same. Look at Palpatine from the event hitting got 60k. Or Savage from challenges hitting for 99999

    He one shot my Lumi earlier. Then he barely did anything to my Ahsoka. I came to the conclusion he has a chance to instantly kill in his lightning attack. But I don't know...

    PvE dooku hit me for 12k....on my 7* lv 80 g9.5 ig-100...there dmg output is all jacked up on mtn.dew chip. No way a dooku in arena will ever hit him for more than 4k.
