Fallen Bastilla Fear Bug?

My Darth Revan goes first against opponent Darth Revan 90% of the time. I use “Insanity” on opposing Sith Trooper. Opponent Darth Raven misses his turn and then my Fallen Bastilla is up.

I use “Fear” on taunting Sith Trooper and no debuffs get landed on any enemies. Kits are so confusing now. Is this a bug or can they all resist? It happens every time and the opponent tenacity isn’t above 40%.
