I'm not sure about when to stop farming Phoenix. However, since only 1 of them is located on a hard node, you really should farm some more usefull toons there, f.ex. Biggs for his must—have ship, Boba Fett (scoundrel and nice ship), RG (for R2D2), FOTP (ship) and such.
It might benefit you to put Phoenix farming on hold for a while to farm a team of scoundrels to at least 4* for the highest tier of credit heist. Those extra credits really help while you still level up and develop your roster.
