Fleet Arena Speed Question

Question

In the fleet arena, I generally fight the same guy everyday and we both use 5 star Executrix. My grand moff has 198 speed to his 166, but somehow his capital ship always goes first and continues to go before mine every single time. So my question is does speed not matter for fleet arena or is that a bug and I should be going first since I have the higher speed by 32?

And just to further muddy it up,  what ships are in play?  Does he have a reaper? Do you? Does he have tie? Are you giving him TM by missing hitting his tie?  There are several reasons,

The short answer is no, toon speed does not determine ship speed. The long answer is, lots of stuff goes into ship speed and here's a good tool: http://apps.crouchingrancor.com/Calculators/ShipSpeed
