Fleet Arena Speed Question
In the fleet arena, I generally fight the same guy everyday and we both use 5 star Executrix. My grand moff has 198 speed to his 166, but somehow his capital ship always goes first and continues to go...

The short answer is no, toon speed does not determine ship speed. The long answer is, lots of stuff goes into ship speed and here's a good tool:
