To be fair, I think they always wanted the star level to be desirable. Seeing 3 and 4 star toons at the top levels of arena because their kit + gear outweighed their stars was pretty odd. In a way, they did it to themselves with the gear design and gear power outweighing star power, so they're trying to correct it with gear 12 based on having 7* toon and giving a lot of GP from the toons to come from their stars.
