Fulcrum AT viable at 4 stars?

I am in no way a whale but I'm not against spending 9.99 occasionally. When I have in the past I was disappointed. Will I be again??? Since I won't ba able to get her beyond 4 star should I just say screw it and wait 6 months for her to drop in a node? The we're done tunes viable at 3 star but idk that's the case with her??
