It depends on what you want to do. If you want to do better in raids give it to Phasma so hee speed down/defense down lands more reliably. If you want better arena chances then st han for his survivability. But I find st han isn't that awesome in raids no matter how powerful he is. Rancor dispels him, pigs kill him, I hardly see any return.
