There is no reason why they would do this or even want to do this to the game. They want a balanced game, not rotating metas. They are trying to make a game where every single character can be put into a well built team and be competitive. It's just bad practise to want one type of ability to be the best at any one time.
Well, welcome to these developers.... because they are doing what you call bad practice.
