Except the teams he beats LV with are weak compared to others… Triumvirate then Geos? Ok then. The biggest issue with LV can be fixed by not having such a huge gap between his starting damage and post 3+ ults. Either lessen the gap and have him start a little stronger, have damage tied to his monstrous health pool or have better interaction with his DoTs. Not that hard a buff really.
It's exactly like you said, he literally needs to hit his Ultimate 4 times to become a threat it's ridiculous. It's such a terrible design. And honestly I suspect it was done on purpose to force people to invest in new characters to supplement his shortcomings.
