So basically, LV is strong enough that you can't get good banners against him without using one of your best teams. The fact that the optimal play is to throw that fight and accept a two shot means that placing him on defense is most likely going to get you a hold. Seems pretty solid to me.
The reason hes picked for the 2-shot is because you can reliably 2-shot him with cheap teams like triumverate, who wont be usefull against A-teams like other GLs or GAS anyways. I haven't watched Anhalds video, but Im assuming LV got 2-shot because his other GLs (and BHs?) were either on defence or were used to beat other GLs, meaning the other GLs were seen as a bigger threat. Also Im not sure I get your logic: Sure, if youre left with 2 B-teams like Triumverate and Geos vs LV you'll lose some banners; but if you find yourself in the same scenario against lets say JMK you dont have the slightest chanse of ever clearing. I dont know about you, but Id take a permanent hold vs a 2-shot any day.
This only shows that there are several ways to clear the same board. And just because Ahnahld chose a particular way, one time, doesn't actually prove anything.
I don't know the situation, but there can just as easily be a time where it's better to use a 2 shot on kenobi or slkr for the same reasons you give for doing it to LV. Totally dependent on what each person put on defense and saved for offense.
